PPP event of the year - "Russian PPP Week 2022"
The Russian PPP Week is the largest event in Russia dedicated to attracting investment in infrastructure development. More than 70 constituent entities of the Russian Federation annually form delegations to participate in the congress. The event was attended by representatives of federal authorities and development institutions, top managers of major banks, industry investors and construction contractors, leading consultants and experts on the PPP market.
Over 1,500 people attended the Russian PPP Week congress in just three days. 18 discussion platforms were organized. 86 people took part as speakers.
The business program of the congress this year is dedicated to overcoming the crisis in the field of infrastructure, stimulating the attraction of private investment and creating favorable conditions for the implementation of PPP projects in various industries.
On the first day of the congress, with the participation of the Ministry of Economic Development and the Federal Antimonopoly Service of Russia, the main legislative novelties and problems of regulating the PPP sphere were considered, large infrastructure investors discussed measures to protect against the crisis and new incentives for launching projects.
The agenda of the second day included sectoral sessions on the use of PPP mechanisms for the development of urban transport, reforming the system of waste management and the creation of tourism and industrial facilities. In addition, representatives of sectoral federal ministries will discuss the rules for granting subsidies for PPP projects.
The development of social infrastructure became the main topic of the third day of the congress. Projects were discussed to modernize healthcare, build schools and interuniversity campuses, attract investment in the development of public spaces, sports infrastructure and geriatric facilities.
In 2022, more than half of all commercial closures (35 out of 63 agreements) were in capital-intensive projects with a total investment of RUB 224.7 billion. At the same time, the largest project in the transport sector attracted more than a third (37.25%) of the total funding. This project is the Alekseevskoye - Almetyevsk Highway as part of the Shali (M-7) - Bavly (M-5) toll road with a total investment of RUB 83.7 billion. with budgetary participation in the form of a capital grant and a grantor's fee in the amount of 59.4 billion rubles, of which 30.6 billion rubles. - federal funds, and 28.7 billion rubles - from the budget of the Republic of Tatarstan, a private investor, who is also a concessionaire, invests 23.1 billion rubles.
Representatives of the Agency involved in the development of PPP regularly take part in events to study best practices and exchange experience with colleagues from other regions. This time at the forum, the TIDA was represented by the head of the PPP development department, Elina Zhiganova.
