Improvement of concession legislation in the field of waste management
Today, employees of the Public-private Partnership Development Department took part in an online conference to discuss a draft law aimed at improving concession legislation.
Following the results of the first discussion with market participants, the National PPP Center and the Russian Environmental Operator finalized a draft law aimed at improving the concession legislation in the field of waste management.
The document, in particular, proposes to provide an opportunity to conclude concessions in respect of several facilities within the borders of one region, adjust the amount of gross revenue based on the results of the state expertise of the PSD and obtaining financing, guarantee the amount of gross revenue when changing the territorial scheme, as well as fix the obligation of concedents to pay lost income on contractual grounds, to carry out or finance the reclamation of MSW facilities.
During the online meeting, experts discussed the main provisions of the draft law, as well as identified unaccounted-for aspects and their proposals for finalizing the document.
