Today, a meeting of the annual board of the RT AIR took place with the participation of the Prime Minister of the Republic of Tatarstan Alexey Pesoshin. Talia Minullina spoke about the results of the Agency’s work in 2023 and tasks for 2024. Among the invited speakers were the famous researcher in the field of economics Natalya Zubarevich, the President of the MIBA Alexander Borisov, the Director of the Institute of Spatial Planning Oleg Grigoriev, as well as investors.
For the first time, investments in fixed capital in Tatarstan exceeded 1 trillion. rub. The forecast value of investments in fixed capital, excluding budgetary funds, in the Republic of Tatarstan for 2023 is more than 800 billion rubles.
In 2023, the Republic of Tatarstan retained 2nd place in the National Investment Climate Rating in the constituent entities of the Russian Federation. In terms of capital investments for 9 months of the past year, Tatarstan ranks 5th in Russia.
The main industry for investment in Tatarstan remains the manufacturing industry, accounting for almost half of investments. The share of logistics has increased, and next year this trend will most likely continue. There has also been an increase in investment in intellectual property.
In 2023, 18 Meetings of the Investment Council were prepared, where 62 projects worth more than 364 billion rubles were considered.
In its work, the Agency confirms compliance with the requirements of the Regional Investment Standard. In October in Nizhny Novgorod, at a specialized forum, the Ministry of Economic Development of Russia praised the work of the Investment Council of the Republic and the work of the Agency. In 2023, the AIR worked to fill out the investment card and increase the efficiency of interaction with resource supply organizations.

Also in the coming year, a new 6th element of the standard will be introduced - an investor feedback mechanism. We have already started this work: a special red button is posted on the investment portal. It is linked to the “People's Control” system, where a new category “Investor Questions” is created. We have developed a rubricator of questions, and responsible persons have been appointed throughout the republic. Centralized training has already taken place in December.”
In the Federal ranking in the field of public-private partnerships, Tatarstan moved fr om 6th to 4th place. A striking example of a PPP project implemented in 2023 is the construction of 3 schools: in Kazan, Naberezhnye Chelny and Arsky district. Volume of investments in the project: 6.7 billion rubles. On September 1, 2023, these schools opened their doors.
In 2023, the Agency’s unified presentation center was visited by 172 delegations from 34 countries. As part of investment promotion, the Agency organized the participation of the Republic of Tatarstan in 54 external events, including the St. Petersburg International Economic Forum, Russia-Africa, Innoprom in Yekaterinburg and Kazakhstan, and the Investment Forum in the Emirates.
A new event with constantly emerging new data and requirements was the site at VDNKh “Russia”. From November 4, 2023 to April 12, 2024, the Agency ensures daily presence and work at the site. Also, on December 2, more than 50 events were organized as part of the Days of the Republic of Tatarstan.
The largest international annual event in Tatarstan was held with Federal status for the first time in 2023. This is “Russia- - Islamic world “KazanForum”. For the first time, the Russian-Chinese ROSTKI forum was held, wh ere 58 regions of Russia and 14 provinces of China came. For the first time, the forum “Renovation, Unity, Balance, Sustainability, Construction” was held. It is he who claims to be the main annual forum in the field of construction in Tatarstan. From the first time, 46 regions of Russia and even 8 countries took part in it.
In 2024, Russia will host the BRICS Summit of Heads of State in Kazan. The Agency’s task is to tell its participants as fully as possible about the favorable investment climate in Tatarstan.
