 This place is like a portal. On one side of it - a noisy, busy capital, high-tech companies, industrial giants, an endless flow of events and information. On the other side, there are endless fields, meadows, and forests, the reserve of Kazan history and people who, as before, by their work pay tribute to the land that is grateful and blessed.

 The Vysokogorsky district is in the northwest of the republic. It borders on Kazan, Atna, Arsky, Pestrechinsky, Zelenodolsky districts, and the Republic of Mari El. It is a part of the Kazan agglomeration. Population - more than 50.5 thousand people, including - Tatars - 67.2%, Russians - 30.4%, Chuvashes - 0.5% and representatives of other nationalities. Vysokogorsky district is one of the largest in the republic by area and population. At the same time, the region is a suburb of Kazan and is a 15-minute drive from the city border. The administrative center of the district - the village (and the eponymous railway station) Vysokaya Gora with a population of about 10 thousand people.

Today's territory Vysokogorsky district has always been a strategic place. Legend (partly confirmed by historical materials) says that after the destruction of ancient Bulgar surviving tsarevitches Altyn-Bek and Alim-Bek came to the river Kazan (Kazanka - editor's note) put a fortress (and) founded the city. This is how Iska Kazan (Old Kazan) emerged, which over time became the political, economic, and cultural center of the northern Middle Volga region and the new Kazan Khanate. The capital that gained strength and political weight was later moved to the bank of the Volga River. 

 But Iska Kazan kept its treasures for posterity. It seems that in the past 600 years of the attractiveness of these places only increased. For the district, the proximity to Kazan means a great demand for locally produced goods. And the border with the republic's capital is part of the M-7 federal highway that connects the western regions of Russia with the Volga and the Urals. In the district center, Vysokaya Gora settlement, there is a railway station of the same name. It is a part of the Gorky railway, which passes through Nizhny Novgorod, Vladimir, Moscow, Kirov, Ryazan, Sverdlovsk regions, Republics of Mordovia, Chuvashia, Udmurtia, Tatarstan, Mari El, Bashkortostan, and Perm region. Logistical accessibility is important for the district's economy, and this is the criterion that investors take into account in the first place. Therefore, the area is interesting to manufacturers, including - foreign.

About 7 years ago in the city of Tsvettle (Lower Austria) appeared the first house in Europe, corresponding to the concept of "e4" (environmentally friendly, economical, and energy-efficient construction). The concept is a part of the "Building Directive of the European Union", according to which new buildings from 2020 must meet the requirements of minimum energy consumption. Houses like those in Tsvettle produce more energy than they consume and only use renewable energy sources. What does all this have to do with Tatarstan? The most direct. The fact is that the project implementer is the world's largest manufacturer of ceramic building materials, the company Wienerberger (Wienerberger). And in Russia, these very materials, from which it is possible to build houses of the future, are produced by the Wienerberger plant in Kurkachi (Vysokogorsky district). From here the products are sent to the Volga, Ural, Siberian, Far Eastern Federal Districts, and the Republic of Kazakhstan.

On the territory of the district feel good not only large enterprises such as "Wienerberger", a branch of Tatspirtprom JSC ‘Usadsky distillery”, a manufacturer of polymer products Saf Plast LLC, Kazan elevator plant but also medium and small businesses. SMEs demonstrate progressive growth - the number of enterprises increases annually by 10%-12%. In addition to trade, the largest share in the structure of the industry is occupied by processing industries, construction organizations, transport, and communications companies, agricultural producers. It is noteworthy that the district authorities plan to promote SMEs by directing their efforts to develop interregional and international relations and cooperation both between enterprises and between organizations of business support infrastructure.

 By the way, the material and technical base for various industries in the region has been created. There are two industrial sites at the municipal level. On the territory of the industrial site "Agroservice", it is planned to open serial production of protein, vitamin, and mineral drinks from grain. Vysokogorskaya MPSLLC, Iron Group LLC (production of metal products), Vysokogorskaya AM LLC (repair of machinery and equipment), and Technologiya LLC (production of lubricants and lubricant additives) operate at the HEFsite. The initiative of the Tatarstan Private Direct Investment Fund (DIF) - the construction of the M7-Vysokaya Gora Industrial Park looks ambitious and promising.

- Residents will launch meat processing plants, produce food products such as sausages, chips, possibly beer, or wine. We will think about how to involve large and small businesses there so that there would be a lot of enterprises, but they were aimed only at food production, - said the managing partner of DIF Ruslan Khalilov in an interview with the media.

To help residents of industrial sites and other manufacturers, the republic has established several state programs that provide benefits and subsidies for various types of business activities. They work even for small businesses. Such as, for example, organic agriculture.

 Marat Bakhtiyarov, an entrepreneur, received his first higher education at the University of Adelaide, the second at Moscow State University, and then... returned to his native Vysokogorsky district, acquired some land, and started organic farming. The goal was to provide his family and friends with ecologically safe food. The project, which began with 60 hectares, grew very rapidly to 1500 hectares. Now Bakhtiyarov and his partners grow potatoes, wheat, clover, and perennial herbs in industrial quantities.

- The point is that chemical fertilizers are replaced by organic ones. We use side rates (fertilizer plants), leave, and smell straw. In the first cycle of application of side rates field "rest", then you can sow. During the next 3-4 years, the natural soil fertility is restored, weeds disappear. Yields are slightly lower than when applying chemical fertilizers, but in the long term, the profitability of grain is higher, - says the farmer. He uses his machines for harvesting, some of which he purchased under the republican subsidy program for 40% of the cost of purchasing agricultural equipment. Marat Bakhtiyarov has a dream: to create a kind of eco-settlement in the region with preferential terms for providing land for agricultural production. There will be jobs and people will come back from the city. However, such a project requires support, both financial and administrative. For the time being, a farmer solves urgent problems. There is no grain processing in the region. It is not profitable to take people somewhere and it is expensive to build oneself. So, the question is still open. The ideal solution is cooperation; all that remains is to find partners. 

Vysokogorsky district is a land of large and small agricultural initiatives. In the village of Shushary, for example, for many years there is a goat farm, the products of which are willingly bought by the citizens of Kazan, and in Usadakh - a branch of Tatspirtprom JSC, which, in addition to high-quality grain alcohol, produces food additive to animal feed - dry granulated bard. There are excursions for guests of the republic and specialists. But the tourist potential of the district is a separate topic.

  Lake Magnets and other places of power

 Interesting facts about Vysokogorsky District

1.  .   Here is almost the most famous lake in Tatarstan - Karakul. Its depth reaches 8-18 meters. Because of the dark color of the stone bottom, it is impossible to see it in shallow water. Hence the name - "Black Lake" ("Kara Kul" - tat.). According to the legend, there lives in Karakul a huge bulllike snake, a kind of Tatarstan "Loch Ness monster", which makes a terrifying roar of low frequency. The same character appears in the stories about Lake Ozynba, another natural attraction of the area. Prosaic, but in both cases, the source of "roar" may be geological processes associated with karst formation. Tourists, however, do not need to know about it. 

2.   The area is used to produce limestone (Ashitskoye, Kurkachinskoye, and Verkhneusinskoye deposits), clay for brick production (Dubyazskoye and Sidorovo-Pustoshskoye deposits), and peat, which is used as fertilizer.  

3.    Byurilinsky fur farm is one of the few Russian companies growing cellular sable.

4.    The “I Choose Sky” air show, traditionally held at the Kurkachi airfield, displays all novelties of the republic's aircraft manufacturing industry. For example, the TU-160 supersonic strategic bomber-missile carrier, the upgraded versions of which are now being produced by the Gorbunov Kazan KAPO.

Around the village of Bolshiye Kovali, the “Chulpan” State Nature and Soil Sanctuary were established. The unique ethnographic component of the route is the museum-reserve "Iska Kazan", on the territory of which there is Kamayevsky settlement of XIII - XVI centuries (remains of the Kremlin, the political center of Iska Kazan, the area of 7,2 hectares), Russian-Urmat settlement, ancient cemeteries, the historical and ethnographic museum in the village of Kamayev, sacred springs.
