Buinsky District

 For a person who is not familiar with Tatarstan toponymy, in the word "Bua" you may hear something foreign, French. There are indeed many places in France, in the name of which there are the word bois, which means "forest". Tatarstan's Bua (or Buinsk in Russian), on the contrary, is not rich in forest and is on the border of the forest-steppe and steppe strips, in the south-west of the republic. It is the center of a strong economic region with well-developed food industry.

 From Tatar "boa" is translated as "dam". Apparently, from the dam once began a small settlement on the left bank of the river Karla - a tributary of the Sviyaga. Buinsky district was first mentioned in historical documents in 1691, and in 1780 it became a typical, county, and provincial city, which was quite a lot in the Russian Empire. The postal route connecting Kazan and Simbirsk passed through it.

 In pre-Soviet times, the Buinsky region belonged to Simbirsk Province, which is logical - from Ulyanovsk (the current name of Simbirsk) to Buinsky is much closer, only 80 kilometers, while to Kazan - 140. However, by nationality in the majority of the Buinsky Tatars, this determined the ownership of the area - in Tatarstan. But there are many Chuvash villages in the district, and the Chuvash make up about one-fifth of its population. Total in the modern Buinsky district lives 43.5 thousand people, a little less than half - 21 thousand - in Buinsk itself. This unevenness is justified - the city is concentrated all its main industrial power. But the region is predominantly agrarian, 87% of its land fund is considered to be agricultural land.

 Buinsky residents themselves believe that their region belongs to the zone of risky agriculture - all too often there is a drought in early summer when crops are in the active sprouting stage. Nevertheless, a lot is sown here - wheat, rye, oats, barley, peas, sugar beet, and the crops are rich. For example, according to the results of 2018, it was the agricultural enterprises of the district made a major contribution to the growth of the economy of the area, providing almost 31% of the gross territorial product.

 Large and good harvests require large and good processing. And here Buinsky district is very lucky - all necessary production facilities are nearby.

 You can start with sweets - after all, Buinsky sugar factory - and the city-forming enterprise, and a veteran of the industry of the district, he will soon be 60 years old. Eight years ago it became a part of AK BARS Holding and was completely re-equipped - it took 1.6 billion rubles. Now the maximum design capacity of the plant is 5.7 tons of sugar per day, in 2018 it processed almost 500 thousand tons of sugar beet. Of the total mass of processed sugar beet  the plant gets 17.81% of the pure weight of sugar sand - this is the best indicator of "performance" among 75 sugar plants in Russia.

 It is impossible to make a tasty dessert without dairy products, and for this purpose, the butter and cheese factory successfully operates in the city. It processes up to 150 tons of milk a day, producing butter and cheese, including processed cheese. But you will not find either of them on sale, because the Buinsky plant is a part of Zelenodolsky Dairy Processing Plant (ZDPP), and all its products are produced under (JSC ZDPP) brands. Merger with Zelenodolsk production has become a great benefit for the Buinsk plant - over the past four years, the branch has received 200 million rubles for the renewal of production lines and was able to increase processing volumes fourfold. Both the revenue and wages jumped up - twice and the employees' salary - 1.5 times. In a word, the dairy products in the region are in full bloom and the farmers have no headaches about "where to put milk"


The distillery is responsible for grain processing in the region. Against the background of the sugar factory, it is still a teenager - it exists only since 2003. When it started working, its equipment was considered the most modern among similar enterprises in the country. But in 2011 the Buinsk distillery changed its owner, became a branch of a large Russian company, and experienced global modernization worth more than a billion rubles. Now it produces 6 thousand decaliters of alcohol every day and sends it to the St. Petersburg vodka factory, from where it is shipped all over the country under the brand name Russian Standard.

 Meat snacks are at the Avangard. It is a large enterprise, under the wing of which there are five Tatarstan and five Chuvash agricultural farms. In the Buinsky region, it has 20 thousand hectares of arable land, a pedigree place for 25 thousand heads, and a large-scale workshop for meat production, processing, and storage. And here already operates its brand Meat House Karlinsky, producing 50 types of sausage and meat products - according to GOST, without soybeans, on modern European equipment. In short, it is delicious and environmentally friendly, and therefore in demand. Karlinsky sausages have already been tasted in neighboring regions of Tatarstan - in Samara and Ulyanovsk regions and Chuvashia, and are willingly accepted for sale in the federal trade networks.

 Of course, all four companies are developing so successfully only thanks to large investors. Without their participation, a qualitative breakthrough in the food industry would hardly have happened in the Buinsky district. But the potential of the region in this area is still far from being untapped. "Comfortable transport and geographical location, the availability of human resources, wide opportunities for the organization and conduct of business, create a competitive advantage for the development of industry in the district," - said the head of the Tatarstan Investment Development Agency Talia Minullina. Indeed, there are still many free niches in the food industry, which are not interesting to "big companies", but give simply for the activities of small and medium businesses. And in Buinsky district there is an example of such a successful company.

 The small cereal plant was opened in Buinsk in the difficult nineties, worked for a decade and a half, and closed - 6 years stood idle. And Marat Faskhiyev, an experienced Tatarstan agrarian, a former top manager in a large agricultural holding, was just looking for something to do. He immediately liked the Buinsk factory and bought it without hesitation. And he decided to produce a non-standard product - spelt. This is wild wheat, extremely healthy and dietary, rich in proteins and proteins, with a lot of advantages, the most important of which is the ability not to absorb any harmful substances, that is, a very environmentally friendly product.

The plant Polba-M, which currently employs only 11 people, produces 620 tons of spelt products per year cereals, various types of spelt pasta and spelt flour Cereal entrepreneur buys from everywhere - the volume of spelt wheat grown in Tatarstan is not enough, taken from the Altai, Krasnodar, and Rostov regions.

Faskhiev believes that he produces up to 70% of all spelt wheat products in Russia. Indeed, it is not yet a very popular product in the country, but its popularity is growing, even the Department of Food in Kazan began to buy from Faskhiev 20 tons of spelt wheat per month for kindergartens and schools. But in general, no more than 10% of the plant's production goes to Kazan, the rest is shipped in bulk to Moscow, Nizhny Novgorod, Novosibirsk, Kaliningrad, Khabarovsk - in short, all over the country. Small health food stores, including Internet stores, buy Buoi spelt in transparent no-name packaging, glue their labels, and sell them under a different brand. Faskhiev does not mind, even welcomes - let the popularity of the spelt grows, and the success of the Buoi cereal factory becomes an example for other entrepreneurs. Let them see how a small plant in Buinsk can feed the whole country.

    3 Buinsky products, which are in every second Russian house:

1.   Sugar. Buinsky sugar plant - one of the Russian leaders, in 2018 it produced 88 thousand tons of sugar. 

2.   Alcohol. Half of the vodka produced in Russia contains alcohol made in the Buinsky district.

3.    Meat grinder - ordinary, handmade, aluminum. It has been produced by the Buinsk Machine-Building Plant since 70-s and still is. Many families have other products of this plant - nuts and dumplings.

The environment in which people live in the regions is the most important issue for investors. It is not difficult to deploy modern and high-tech production facilities somewhere in the region and hire the best professionals in the industry. It is difficult to make people stay and work, to be happy away from the temptations of big cities, to find something to do at leisure. In this respect, life in Buinsk is very rich.

 So, what do Buinsky people do in their spare time? 40% of the area's population go in for sports, and 36% of Buinsky schoolchildren go to sports sections regularly. Spiritual life is very important for the residents of this district. That is why 60 mosques and 8 churches have been opened here, and there is a representative office of the World Congress of Tatars, the Russian National Cultural Association, and the Chuvash National Cultural Autonomy

 By the way, since 2000 Buinsky district has its television and radio company Bua TV. Seven hours a week it broadcasts its TV programs, the rest of the time it retransmits TNT. It broadcasts in Russian and Tatar languages.

But the most important spiritual center of Buinsk is its madrassah, the oldest, most famous. Opened in 1805, it was named “Nuriya” and was known throughout the Volga region. In the early 20th century, three hundred Shakirs studied here, and after the revolution, the madrasah and mosque suffered the same fate as all religious institutions in the country - they were closed, plundered, and their premises were arranged by the state. Revived by the beginning of the XXI century, the madrassah lost its name, becoming simply "Buinsky", but it returned its former status and influence. In addition to young Shakirs studying both full-time and part-time, the madrassah actively enlightens the adult population - there are open classes, collective Quran readings, and religious festivals.

Buinsky residents, who prefer secular leisure, pamper their drama theater. It is also the oldest of the Tatar ones, in 2017 it celebrated its centenary, and 10 years before its anniversary it gained the status of professional (before that it was considered popular). It is a theater on wheels - the troupe tirelessly carries its performances not only in the neighborhoods, Buinsky villages, and all regions of Tatarstan but also in the near and far abroad - everywhere where the Tatars live. Also, the theater popularizes theatrical art among children - established a festival-contest of Tatar children's and youth theatrical groups "Niyat". And also - organizes theatrical laboratories to which famous Russian theatrical directors and critics are invited.

But the favorite project of the Buinsky theater is the festival “BUA: Space of Dialogue”, which began as a festival of theaters of the Volga and Urals, and now has grown to international. Last year, the People's Artist of Russia and Artistic Director of the Moscow Provincial Theater Sergey Bezrukov came to the festival to envy the citizens of Kazan - he showed a performance, talked to the Buinsky theaters, and actors of all twenty-three theaters. The capital's press called this event "Buinsk's theatrical breakthrough", theatrical experts read the festival promising future, and Buinsk itself is quietly and discreetly preparing for new global projects that will glorify a small Tatarstan town across the country. After all, it has something to be proud of.

Who is famous for the Buinsky District

  1. 1.   Here in the village of Kul-Cherken in 1897 was born a classic of Tatar fine art - painter, sculptor, graphic artist Baki Urmanche

  2. 2.  The permanent since 2002 Minister of Finance of Tatarstan Radik Gaizatullin - also comes from Buinsky district. He was born in 1964 in the village of Novi Tinchali.

  3. 3.  The famous Chinese politician, an associate of Mao Zedong, the first chairman of the People's Government of Xinjiang, a scientist Burhan Shahidi is also a native of the district. He was born 30 km from Buinsk in Aksu village in 1894.

  4. 4. Buinsk stadium is named after Vladimir Trusenev. This is a famous Soviet athlete, two-time European champion, five-time champion of the USSR in discus throwing, a member of the Olympic Games in Rome and Tokyo. Vladimir Trusenev was born in Buinsk in 1931.

      

  5. 5.    Buinsk district is a place of protection of a gopher-biker listed in the Red Book of the RT. There are two colonies of gopher bikes in the district. One is located between the villages of Novye Tinchali and Novye Shaimurzino and the other near the village of Utinka.
