Tatarstan is mastering "New silk road"

The delegation of the the Republic of Tatarstan headed by the CEO of Tatarstan Investment Development Agency Taliya Minullina took part in the 4th Russian-Chinese EXPO.

The delegation also included representatives of Ministry of Industry and Trade of the Republic of Tatarstan, SEZ "Alabuga" and SEZ "Innopolis".

The 4th Russian-Chinese EXPO is held in Harbin (China) during June 15-19, 2017.

In 2013, Russia and China created international site for presentation of industrial potential of the both countries. The amount of participants of the first Russian-Chinese EXPO 2014 exceeded 11 thousand people. The volume of transactions amounted to USD 3,15 billion .

In the frameworks of EXPO 2015, 20 major Russian-Chinese contracts and agreements totaling over USD 5,5 billion were signed.

The third Russian-Chinese Expo, held in 2016 in Yekaterinburg, was attended by 48 000 people. More than 250 Russian and Chinese enterprises were represented at the exhibition. As a result, contracts and agreements totaling over 54 billion rubles were signed.

The main organizers of the 4th Russian-Chinese EXPO are the Ministry of Industry and Trade of the Russian Federation, Ministry of Economic Development of the Russian Federation, Ministry of Commerce of the People's Republic of China, Heilongjiang people's government.

Presidential Plenipotentiary Envoy of the Russian Federation to the Ural Federal District Igor Kholmanskikh, Vice Chairman of China's NPC Standing Committee Zhang Ping, Communist Party Secretary of Heilongjiang Province Zhang Qingwei and Governor of Heilongjiang Province Lu Hao took part in the solemn opening ceremony of Russian exposition.

The 4th Russian-Chinese EXPO-2017 is aimed at expanding common platform in the framework of cooperation through the "New Silk Road" and the Eurasian Economic Union.

At EXPO site, the development of cooperation is based on three topics: innovations, agriculture, small and medium-sized business. To date, exhibition is one of the most influential sites to strengthen Russian-Chinese trade and industrial relations and business partnership development. Leaders of business unions, industrial organizations, numerous experts and representatives of business community from 60 countries take part in the work of EXPO.

At the 4th EXPO, with only 13 Russian regions participating, the Republic of Tatarstan represents expositions of the leading Russian Special Economic Zones "Alabuga" and "Innopolis".

Tatarstan is establishing "Eurasian Bridge" with China

In the framework of EXPO business program, Taliya Minullina took part in the Conference on promotion of cooperation in the sphere of investment and trade between China (Heilongjiang Province), South Korea and the Russian Federation, the main Russian participant was Tatarstan.

The conference is held regularly on behalf of General Secretary of the Central Committee of the Communist Party of China Xi Jinping on cooperation between the countries of the so called "New Silk Road" (one zone - one road), in particular between the northern regions of China and the Russian entities.

The Head of Tatarstan Investment Development Agency told in her speech about the Republic of Tatarstan and investment opportunities created in the region for Chinese companies.

During the first day of the EXPO, Tatarstan's delegation took part in the opening ceremony of presentation site for "Eurasian bridge" investment projects, the CEO of Tatarstan Investment Development Agency was personally welcomed by the Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the People's Republic of China Andrey Denisov.

A separate session was devoted to presentation of SEZs for potential Chinese investors, co-convened by the Ministry of Economic Development of the Russian Federation and the Ministry of Commerce of China. Special economic zones of Tatarstan, which had already got positive experience in working with Chinese companies, were presented to potential partners.

Cooperation with "the City of Cranes"

During the visit of Tatarstani delegation to China, the meeting was held with representatives of Mayor’s Office of Qiqihar city - the second largest city in Heilongjiang Province with the population of 5,7 million people.

The city is an important industrial equipment base, commodity grain, animal production and energy conservation enterprises base. As a logistic business-center and large communication hub in the south-east of China situated in the economic zone of Silk Road, Qiqihar has 35 million hectares of cultivable land, the gross output of grains is more than 15 billion kgs (of corn, rice, soybeans, seed potatoes). There are 42 scientific and research institutes, covering over 240 thousand technical staff, operating in "the City of Cranes".

Qiqihar has the status of the city of ecologically clean food with high security level, it is among 10 best cities to live in China.


Taliya Minullina presented investment potential of the Republic of Tatarstan to the representatives of the Mayor's office and business community of Qiqihar city. As a result of the meeting, the cooperation areas in the sphere of agriculture were defined. Chinese partners are interested in investment projects for potato and vegetables proceeding and further deliveries to China.

According to Central Bank of the Russian Federation, foreign direct investments from China to the Russian Federation for the period from 2007 to 2016 amounted to USD 4,1 billion .

According to Tatarstan's statistics, direct investments from China to the Republic of Tatarstan for the period from 2005 to the first quarter of 2017 amounted to USD 4,83 million; China's foreign trade turnover with the Republic of Tatarstan for the year 2016 and the first quarter of 2017 amounted USD 508,5 million, including export from Tatarstan to China of USD 200,6 million, import from China to Tatarstan of USD 307,9 million .

Now, the following Chinese companies are already implementing their projects on the territory of the Republic of Tatarstan:

- "Haier Appliances RUS" LLC invested in the domestic refrigerator production project;

- "Hawtai Motor Group" company in cooperation with "KAMAZ" PTC, Chinese passenger cars assembly facilities in Tatarstan;

- "Sirius solar systems" LLC, solar panel production;

- "Neusoft Medical Systems Rus" LTD., production of equipment based on the use of alpha, beta and gamma X-ray radiation; medical instruments, equipment and devices;

- China National Chemical Engineering Corporation "CNCEC", construction of "Ammoni" plant in Mendeleevsk;

- "Vostok" LTD, sales of foodstuffs.

Since 2014, Trade and economic representation of the Republic of Tatarstan is functioning in Beijing; Consulate General of the People's Republic of China was established in Kazan in 2016.
