Meeting on indicators of the National rating in terms of the provision of land
According to the National Rating of the Investment Climate of the Republic of Tatarstan, the Investment Development Agency of the Republic of Tatarstan is assigned the indicator “Efficiency of procedures for obtaining land plots for lease, in part without tendering”.
According to this indicator, the period from filing an application with the Agency to concluding a lease agreement is 55 days (the average result of best practices is 27 days).
Among the best practices for 2022 for this indicator were noted: the Orenburg region, the Tambov region, the Saratov region.
The regions that showed the best values of this indicator of the National Rating 2022 are mainly distinguished by a smaller number of approval procedures and autonomy in making a decision on the allocation of a land plot by a municipality.
In 2021, the Republic of Tatarstan became one of the 12 "pilot" subjects of the Russian Federation that have implemented the "Regional Investment Standard". The Agency actively participates in the implementation of the Investment Standard in the republic.
As part of the work carried out in order to improve the performance of the National Investment Climate Rating of the Republic of Tatarstan, the Agency carried out work on all 5 elements of the Investment Standard (Investment Declaration, Development Agency, Investment Committee, Investment Card, Set of Investment Rules). The result was amendments to the laws on the investment declaration of the Republic of Tatarstan, the regulation on the Investment Development Agency of the Republic of Tatarstan, the resolution on the Investment Council of the Republic of Tatarstan, the development of the algorithm and schedule "Obtaining a land plot without bidding."
In order to reduce the regulatory deadlines and bring the indicators closer to the results of best practices, an algorithm of investor actions was adopted by the Order of the Agency for obtaining a land plot for rent without bidding dated August 5 of the current year. This algorithm assumes the passage of all procedures (from filing an application to concluding a lease agreement) in 30 calendar days.
It is worth noting that this year, by the Decree of the Cabinet of Ministers of the Republic of Tatarstan dated April 6, 2022 No. 320 “On Amendments to the Decree of the Cabinet of Ministers of the Republic of Tatarstan dated February 20, 2019 No. on the territory of the Republic of Tatarstan, on the basis of the "one window" principle, the information system "Investment Control of Tatarstan" (ICT system) was adopted, created to maintain a register of investment projects, monitor the status, level of promotion of investment projects and analyze the efficiency of the executive bodies of state power of the Republic of Tatarstan.
On September 19, TIDA starts official work in the ICT system. After the implementation of the system, it will become known at what stage the problem of non-compliance with deadlines arises.
