 Reference. Naberezhnye Chelny is a major industrial center of the Republic of Tatarstan, the main city of the Nizhnekamsk territorial production complex, and the Naberezhnye Chelny agglomeration. The second city in the Republic by population and the third in Russia among cities that are not the centers of Federal subjects. The population is almost 534 thousand people. The auto giant, which recently celebrated the round date of 50 years since its Foundation, feels confident. It takes on projects that other domestic automakers only dream of. KAMAZ was one of the first factories that engaged in the development of UAVs. The company is waiting for favorable market conditions to start mass production of trucks equipped with the ADAS partial automatic control system. The transition to the production of a completely Autonomous car is slowing down. In Russia, there is no legislation regulating the field of unmanned transport. In May 2018, the opening ceremony of the Daimler KAMAZ RUS cab frame plant for Mercedes-Benz trucks and fifth-generation K-5 KAMAZ trucks was held. The cost of the investment project is about 46.4 billion rubles. Earlier, the production of R-6 engines was launched for the K-5. Perhaps this model will be the first UAV to enter the mass market, the “car of added intelligence”. Besides, it was KAMAZ that initiated the creation of the Kama machine- building industrial cluster, which unites the leading enterprises of the industry operating in the territory of Tatarstan.Representatives of foreign companies Kammins Kama CJSC4, Knorr-Bremze Kama LLC, Federal-Mogul Naberezhnye Chelny LLC, and others.

At one of the conferences devoted to the development of territories of advanced socio-economic development, Chairman of the State Council of the Republic of Tatarstan Committee on the economy, investment, and entrepreneurship Marat Galiev said that in his opinion, not only giants in the market are of primary importance. For Naberezhnye Chelny, his statement is true. The share of small and medium-sized businesses in the local gross territorial product is about 33.4% - this is higher than the national average. The fact is that here we were able to start turning towards the concept of a multi-profile industrial center that unites key enterprises of the automotive, electric power, and processing industries in Tatarstan. And this is even though only 40 kilometers away is Alabuga, the best economic zone of the country. But, as you know, who does not take risks, does not win. In 2018, the Chelny TASED was the first among 81 TASED's of Russian company towns to meet the planned targets. There are already 40 companies operating here. The volume of investments attracted for all time exceeded 15 billion rubles and more than 5.1 thousand new jobs were created. The volume of tax revenues of residents of TASED to all levels of the budget and extra-budgetary funds amounted to 4.2 billion rubles (123 million rubles of them – to the budget of the city of Naberezhnye Chelny).

In 2019, 12 residents of TASED launched their production facilities. In 2020, it is planned to launch 9 more companies from among the current residents.

   In August 2019, the Grand opening of the first factory of the industrial Park Hyer for the production of washing machines (Hyer Lowndry Machines RUS LLC) with a design capacity of 500 thousand units of production per year took place. And in October 2019, the plant released the ten-thousandth washing machine. 

 The Swiss brand Polaris, which in 2018 received the status of a resident of TASED Naberezhnye Chelny, also takes part in the active development of the household appliances industry in the city. In 2019, the company produced more than 100 thousand meat grinders of five models, with a plan for 2020 of 150 thousand meat grinders of ten models. This year, the company has been actively developing a new range of home appliances. All models of Polaris household appliances produced in Naberezhnye Chelny will be marked with the sign of the 100th anniversary of the TASSR.

 On December 27, 2019, the chemical Resources company, a resident of TASED, carried out a technical launch of its production. The company plans to produce the most important raw material for the Russian industry - epoxy resin, which is a link in the production of products using composite materials, elements of which are used in the aerospace, automotive industry, as well as in the production of sports equipment.

 Another resident of TASED is engaged in the production of sports equipment in the city - the Zaryad company, which this year produced 40 thousand pieces of hockey sticks. To create a leader in the Russian sports industry in Naberezhnye Chelny in 2019, Rosatom state Corporation acquired a 50% stake in Zaryad company. This Alliance will allow the company to create a research center in the field of composite materials, one of the first developments of which will be a complete set of hockey ammunition using the highest technologies and materials.

Conditions for obtaining the status of a resident of TASED “Naberezhnye Chelny”: 

1. Implementation of an investment project within the boundaries of the company town of Naberezhnye Chelny;   

2.  Compliance of the company profile with the list of permitted types of economic activity;  

3.    Creation of jobs of at least 20 units during the first year of project implementation and at least 30 units for all time for new enterprises, at least the average number of employees over the past 3 years for existing enterprises.

4.   The volume of capital investments of at least 5 million rubles in the first year after inclusion in the register and at least 50 million rubles for the entire period of implementation. 

5.    No more than 25% of foreign employees from the total number of employees.

 Tax preferences for residents of TASED “Naberezhnye Chelny”:

1.   Income tax: Federal – the first 5 years since profit – 0%, second 5 years – 2%, regional – the first 5 years since profit – 5%, second 5 years – 10%. 

2.   Taxes on land and property - 0%. 

3.   Insurance contributions to state extra-budgetary funds and 7.6%

The river station accepts up to 200 thousand passengers during the navigation season. International airport Begishevo is approximately 30 km from the city.
