 The era of “green” housing

 “Beautiful, clean and well-groomed city” – wrote about Kazan its guests. But it was not always the case. In the mid-90s the center of the capital of Tatarstan looked much less presentable. The city was burdened with exhausted development, built as temporary housing but had stood for decades. By the decision of the first President of Tatarstan Mintimer Shaimiev was established a program of liquidation of emergency housing. For more than twenty years of systematic efforts of the republican authorities and with the support of the largest republican enterprises on a place of depressive slums and barracks appeared modern functional habitation, new social objects, public spaces. Of course, as a growing and developing metropolis, Kazan continues to solve problems in the field of housing and communal services, but the city has already reached the level of development at which the quantity is turning into quality.

  The population of Kazan is growing almost twenty years in a row and with it the housing market. In this process, a new destiny gets the territories, which are used to host industrial facilities. For example, several blocks of Admiralteyskaya Sloboda. It is planned to return the historical role of the shipyard, to clean up the old riverbed of Kazanka, to build a quarter of residential buildings and townhouses along the Volga riverbank, in the future – to increase the tourist entertainment and educational infrastructure. It is even possible to come out with a legislative initiative, I see no obstacles. — This is how Kazan Mayor Ilsur Metshin commented on one of the business Mondays on the possibility of active use of the mechanism of public-private partnership (PPP2) for the implementation of investment projects in the capital of Tatarstan. It is the PPP that can become the most effective instrument of cooperation in Kazan, the dynamic development of which and the high level of welfare of citizens create a constant demand for improvement of infrastructure — social, transport, and recreational. There are successful examples of PPP in the capital of Tatarstan. For example, it is an inter-district center for outpatient blood hemodialysis (based on the Kazan Interregional Clinical and Diagnostic Center). Another socially useful initiative is coming up next: the opening of a Health and Recreation Center, a private “city resort”. Yuri Bychkov, the founder of the network of centers, Izhevsk entrepreneur, has already signed an agreement of intent to implement such a project by concession with the Nizhnekamsk city administration. In Kazan, a search for a land plot that meets the project conditions is underway.

The multi-faceted and rapid development of Kazan, officially named “The third capital of Russia” and unofficially “The sports capital of Russia”, is based on a dynamic and powerful Republican industrial sector, with several key companies located within the city limits. During the Great Patriotic War, Kazan was chosen as a springboard for the evacuation of the capital's strategic aviation, instrument, and mechanical engineering enterprises. Today, these
companies not only play a city- and budget-forming role but also powerfully represent Tatarstan in the international technology market. So, at the exhibition of the international aerospace salon Paris Air Show 2019 at Le Bourget airport, an upgraded Ansat helicopter was presented, equipped with a new set of avionics.   The helicopter wasdesigned by the design bureau of the Kazan helicopter plant. Kazanorgsintez PJSC3, one of the largest enterprises in the Russian Federation and a leading Russian exporter of polyethylene. In 2019, it launched the production of linear low-density polyethylene, which was previously purchased exclusively abroad. At the Kazan aviation plant named after S. P. Gorbunov launched serial production of the upgraded Tu-160 strategic bomber. In the spring of 2019, the first in Europe and the fourth plant of the Tatarstan manufacturer of flexible packaging materials and polymer films Danaflex opened in the Czech city Prosteyev. The company started with a site in the Technopolis Himgrad. Today, this industrial Park has more than 270 residents, most of whom specialize in industries related to metallurgy, chemical industry, mechanical engineering, and others. This is not the only example of the participation of Kazan scientists and entrepreneurs in international projects. One of the key partners of Kazan (Volga region) Federal University in Japan is the leading scientific holding Riken. Collaborative research of the two scientific centers is devoted to the study of genomic mutations to create a mechanism for the prevention of cancer. KFU, which ranks 5th among Russian universities in the TIMES HIGHER EDUCATION rating, actively participates in international research projects, creates “know-how” for import substitution projects and advanced technologies and products by the Republican industry. Kazan universities are
open to this kind of cooperation. Kazan power engineering University has been hosting a program of the Russian-Chinese business incubator for several years, which includes exchange visits of delegations of entrepreneurs and
managers from Tatarstan and China. Anyone can apply for participation in the project.

 To ensure that all these initiatives are provided with young qualified specialists, the head of Tatarstan decided to create a network of new generation multilingual schools where children could study in Russian, Tatar, and English.

 - Today, education is turning into the same investment project as, for example, the opening of high-tech production.Of course, it is necessary to finalize the legislation to create the necessary conditions for potential investors, says Taliya Minullina, head of the Tatarstan investment development Agency.– But the opportunities in the field of education are limitless. This is the creation of digital educational products, online education programs, etc. So, in the capital of Tatarstan, we plan to implement a project of a network of Quantoriums, educational parks where children will study, for example, exact sciences.
