Bugulminsky District

 Here, in Bugulminsky district, with the discovery in the late '40s of Romashkinskoye field, one of the largest in the Volga-Ural region of Russia, began a great oil history of Tatarstan. The industry soon left its "cradle" and moved its management to Almetyevsk, but the special fate of the district was determined: it became a source of advanced projects, breakthrough ideas, and unique specialists, who brought all this to life.

 Reference. Bugulminsky district is located in the southeast of Tatarstan and borders Bavlinsky, Almetyevsk, Aznakaevsk, and Leninogorsk municipal districts of the republic as well as Samara and Orenburg regions of Russia. The district center is the city of Bugulma. The main transport hubs are the federal station on the railway line Ulyanovsk-Ufa, the airport, major roads. The nearest regional centers: Kazan (333 km), Samara (257 km), Orenburg (403 km), Ufa (230 km), Izhevsk (350 km).

 At the dawn of the oil field, Bugulma was called "Second Baku". The heyday of the district was in the 50s of the XX century, the district center was second in population and importance in the republic after Kazan. Exactly here TATNEFT was founded, today it is the fifth oil holding of Russia by production volumes. Now the headquarters of TATNEFT is located in Almetyevsk. But the center of oil scientific thought is still based in Bugulma. Tatar Oil Research and Design Institute (TatNIPIneft R&D Institute) of TAT  Public Joint Stock Company named after V.D. Shashin is one of the leading scientific and design centers of the industry. Its technologies have helped to produce more than 2.5 billion tons of oil and put more than 160 oil fields into development. Now the Institute is one of the leading developers of an ambitious project of the last decade - production of extra-viscous oil (EVO) for both the Republic and the country. TatNIPIneft R&D Institute adapts advanced world technologies in this area to local geological conditions. Optimization of oil and gas chemical technologies is the "horse" of the Institute.

 - Several years ago we designed a plant for separation, purification, and presale preparation of the components of "fat" gas formed during light oil production. It is successfully operating," says TatNIPIneft Director Rifhat Sakhabutdinov. - At present, together with the Scientific and Technical Center of TATNEFT PJSC in Skolkovo, we are engaged in research of methods of metal extraction from water. For example, we plan to produce in this way expensive lithium, which is now obtained from imported carbonate. Then we plan to produce other valuable components.

TatNIPIneft's customers include the world's largest oil-producing regions. Besides, the Institute's specialists are very interested in projects with innovative and breakthrough potential. 

 Reference. TNG Group, a large oilfield service company, is based in Bugulma. Established as Tatneftegeophysika in 1953 for exploration of the Romashkinskoye field, today TNG Group is a backbone enterprise of the Russian geological industry, working to expand the country's resource base. The annual volume of works amounts to 23.1 billion rubles, the volume of attracted investments - about 1.5 billion **. Almost 90% of the work is performed outside the Republic of Tatarstan. The average number of employees is over 7.8 thousand people.

 The fusion of practice and knowledge

 The total work experience of Ivan and Tatiana Davydovs, as well as their two sons and daughter at the Bugulminsk Electric Pump Plant, is more than 90 years. For Bugulma, the city of professional dynasties, it is a common history. All operating enterprises have been working since the opening, have a huge theoretical base and production experience, which is passed on from generation to generation. Secondary vocational education is traditionally strong here, the internships are held at the existing enterprises. In Bugulma there is a medical school, a construction and technical college, an agricultural college, a professional and pedagogical college, an economic and legal college, an engineering college. Thanks to this, the district has resources to provide personnel for the organization of any type of activity.

Reference: Two federal highways run through the territory of Bugulminsky Municipal District: Kazan-Orenburg and Moscow-Chelyabinsk (M-5). The main routes of freight and passenger transport: the highway Kazan - Orenburg, Moscow - Chelyabinsk, Bugulma - Uralsk. They connect the western and southwestern areas of Russia with the Urals industrial areas (Izhevsk, Perm, Ekaterinburg) and south-eastern industrial areas (Ufa, Orenburg, Chelyabinsk). The Almetyevsk - Bugulma industrial zone is crossed by railroads. 

 The investment potential of the region is far from being exhausted concerning human resources. In Bugulma alone organized 4 investment sites. Buildings of Zagotsbytprom CJSC[1] are suitable for the organization of production of canned food or other food products, warehouse, repair, and technical workshops. Bugulma bakery, flour, and non-alcoholic beverages production are ideally located on the four premises of Bugulma bakery. There are also opportunities for creating experimental production facilities. Near the territory of "Meat Processing Plant Bugulminsky" is a railway line, so the eight buildings are suitable for the opening of industrial enterprises. And the large-scale production facility with its warehouse and repair infrastructure, with convenient entrances and without risk of harm to the environment of the city and the district can be located on the territory of neighboring LLC “Intesprots”. All engineering and technical facilities are prepared. A special bonus is the availability of reserves for water, heat, and electricity connections. While the volume of the gross territorial product of the district shows growth and the unemployment rate is below the national average, the Heads of Bugulma, which is called, do not sit idly. One of the district's program documents says: "The current market situation makes us take a new look at the prospects of the district's economic development, when traditional activities may yield to innovative, promising, alternative and unlikely activities. A step towards such diversification has been made: the region has embarked on the development of its agrarian sector. And it is already making global plans!

- Now we are interested in attracting large investors to this sector. In 2014, a major investor came to us Plemreproduct LLC, thanks to which the production of chicken eggs increased by almost 20 times, up to 27 million pieces. This is one of the highest rates on the market! The investor has also built a feed mill with its laboratory, now it is building a meat processing plant, - said in one of the interviews the head of the district and the mayor of Bugulma Linar Zakirov. - Now another major investor comes to us with an agreement to build several dairy complexes. If we succeed - cross our fingers - we will become the number one milk producer among the districts!

 Reference. Airport "Bugulma" is located 11 kilometers from the district center. It serves airlines and connects Bugulma with Moscow, St. Petersburg, Nizhnevartovsk, Simferopol, Omsk, Surgut. The class of the airfield: 3rd - from 10 to 30 tons (maximum take-off weight - up to 47 tons). The type of airfield is civil. The airport receives and sends aircraft, serves passengers, luggage, cargo, mail, and onboard supplies (onboard catering).

 Linar Zakirov has a good reason for optimism: the dairy investor is none other than the head of the Russian-German agricultural holding EkoNiva, chairman of the board of the National Union of Milk Producers (Soyuzmoloko) Stefan Durr. The assets acquired by Durr are once the largest district dairy complex Naratly and the adjacent 30 thousand hectares of land for pastures. Here the dairy tycoon is planning to build a mega farm for 3.55 thousand heads. Investments in the project will make 3.5 billion rubles. But EkonNiva milk processing will be transferred to another district. So, there is also a place for other milk producers to turn around, especially since Bugulma has one of the oldest plants in the country producing such popular delicacies as Deliz cheese, which is worthy of a republican response to a foreign parmesan.

 There is a lot of work to do with the Bugulma agricultural field. Moreover, its potential is great: complex assessment of arable farms - 30 points, i.e. by 3 points above the average national indicator. The region has agricultural resources - the area of agricultural land - more than 100 thousand hectares. There is enough for both pastures and crops.

 Ideas for investment projects to be implemented on the territory of Bugulminsky District:

1.   Creation of a complex for deep processing of grain with a total capacity of up to 320,000 tons per year and producing biodegradable plastics, organic acids, xanthan gum, gluten, and feed additives.

2.   Complex of plants for the production of medical consumables (vacuum and microtubes, needles, systems for analysis collection, accessories), as well as medical devices in the field of mammology and blood analyzers

3.   Manufacture of non-alcoholic beverages 

4.   Manufacture of auto components 

5.   Construction of a livestock breeding complex for 1200 dairy cows - the district can provide ready-made projects of two cowsheds (600 cows each), a maternity unit, a dairy block.
