Tatarstan Investment Development Agency saves lives

On June 28, Volga Center of Tomotherapy "Saknur" - the first center of radiotherapy In the Republic of Tatarstan, created on the basis of public-private partnership and administrated by Tatarstan Investment Development Agency and supported by the Tatarstan President Rustam Minnikhanov - is opened in Kazan.

The center will provide medical care to oncological patients, namely the services of tomotherapy using the equipment of American company Accuray.

Medical data of Tatarstan is alarming: today, there is a lack of equipment at high levels of cancer morbidity - unfortunately, this is the first place in Volga Federal District.

To date, more than 5 thousand people have died of cancer in the Republic. The increase was due to growth of cancer of female and male genital organs, respiratory tract and digestive system.

Given such indicators and social significance for the population, the health sector became the one of priority for investment projects, implemented by the principle of public-private partnership.

Step by step towards a healthy nation: Tatarstan Investment Development Agency is rushing to save lives.

Despite the "interesting period" in bilateral Russian-American relations, Tatarstan Investment Development Agency is building close business links with US partners by searching for the most profitable terms for both sides. Thus, today the Agency actively assists the implementation of the project of American company Accuray on the territory of the Republic of Tatarstan, one of the world leaders in radiosurgery owning robotic radiosurgery system CyberKnife intended to treat tumors with submillimeter accuracy in any place of the human body. The local partner for the establishment of a district/interregional center of nuclear medicine with the use of equipment of Accuray company based on Tatarstan Regional Clinical Cancer Center on the principles of the public private partnership is CJSC "Delrus".

Cooperation with American partners started in March, 2016: Tatarstan Investment Development Agency organized several strategic meetings with representatives of Accuray company, on March 14 the first examination of the equipment layout site was held. On September 14, 2016, the meeting of the leaders of Accuray company and CJSC "Delrus" with the Prime-Minister of the Republic of Tatarstan Ildar Khalikov was held.

As early as October 13, 2016, the project of creation of the Interregional center of nuclear medicine was presented and approved at the Presidium Session of the Investment Council of the Republic of Tatarstan chaired by the President Rustam Minnikhanov. The preparatory construction and assembly work was then initiated.

In March 2017, concession agreement between the Republic of Tatarstan and Volga Center of Tomotherapy "Saknur" was signed, and equipment assembly and preparation of the premises of the future Center started.

In April 2017, in the framework of the working visit to the USA, the Head of Tatarstan Investment Agency Taliya Minullina together with chief medical officer of Tatarstan Regional Clinical Cancer Center Ildar Khairullin and Minister of Health of the Republic of Tatarstan Adel Vafin met with the leadership of Accuray company. The parties summed up the results and discussed the strategy of interregional center and further steps on business relations development. During the meeting, representatives of Accuray company made a presentation of the newest equipment in the world of medical equipment.

On April 17, commissioning work and equipment testing were launched in Kazan. Two weeks later, training of staff in operating TomoTherapy TomoHD machine was held.

On May 15, clinical works started in the Center of Tomotherapy, and on May 17, 4 people became the first patients to receive treatment on new equipment in a test mode.

Modern technologies are for saving hundreds of people

To date, about 50-60 people are treated daily with TomoTherapy TomoHD machine (700-800 people per year). Tomotherapy machines, the only in the world with build-in CT scanner, make it possible to effectively irradiate cancer without damaging healthy tissues. TomoTherapy TomoHD is the only machine of such class in Russia.

The project will help to cure over 7250 patients in 10 years, as well as to attract qualified medical personnel to the Republic of Tatarstan.

"No art is more useful than medicine. That is why we chose the field of medicine to implement the PPP project. I would like to underline the fact that Tatarstan was the first to use medical equipment of such level. In future, it is planned to create the first in Russia educational center based on Tatarstan Regional Clinical Cancer Center with participation of our partners", - the Head of Tatarstan Investment Development Agency Taliya Minullina shared.

Services are provided solely on the prescription of oncologist-radiotherapist both free of charge (in the frames of Compulsory Health Insurance) and on a paid basis which is about 200 thousand rubles.

Thanks to such a noble project, cancer-stricken will have a chance to receive treatment without going abroad and spending a large amount of money, as well as to increase the amount of cured patients not only in Tatarstan but also throughout the country.
