Tatarstan: corruption won't pass

Anti-corruption activity is a set of measures of legal, moral, preventative and other kinds, aimed at prevention, response and elimination of corrupt practices in all spheres of life. Legal issues of countermeasures against corruption, anti-corruption education and upbringing, corruption control assessment - these and many other questions were discussed by the participants of All-Russian Scientific-Practical conference on the issue of anti-corruption activity in Russian regions, which started on 9 November at "Korston"complex.

The Conference was organized by governmental authorities of the Republic of Tatarstan with support of Department on the matters of corruption control of the President of the Russian Federation and Institute of Legislation and Comparative Law affiliated to the Government of the Russian Federation.

The leaders and representatives of 56 Russian regions took part in the event. The President of the Republic of Tatarstan Rustam Minnikhanov, the referent of the Administration of the President of the Russian Federation in the matter of corruption control Vitali Belinski, the Deputy Plenipotentiary Representative of the President of the Russian Federation in Volga Federal District Alexander Davydov and representatives of Tatarstan Investment Development Agency were among them.

The conference started with the tour around thematic exhibition by Rustam Minnikhanov. More than a dozen of exhibitors presented a lot of interesting things: from pure products to special equipment. Public association of creative youth of the Republic of Tatarstan prepared its own stand "The youth of Tatarstan against corruption". At the youth's stand, the President of the Republic marked Tatarstan on the interactive map as a corruption-free territory by attaching special symbol-magnet.

Then the plenary session started with the presentation of the film "Corruption control". After that the President of Tatarstan addressed a greeting to the audience. In his speech, he noted that Tatarstan defines itself as a territory striving to fight against corruption. Under special programs, a number of measures aimed at this problem are being implemented in the republic. "In this sphere, we emphasize the importance of transparency of public administration, reduction of administrative barriers and simplification of procedures, engagement of citizens in civil supervision and control of implementation of the decisions of the authorities, and also the growth in legal literacy of the population."

According to the President of Tatarstan, special emphasis in the Republic is given to prevention of corruption in central and local governmental authorities. An effective tool in this work is "Open Tatarstan" information system. It helps to identify corruption risks and prevent negative consequences of offenses. "Open Tatarstan" includes the portal of state and municipal services, which provides 240 services, including those under the projects "Electronic education", "Electronic health service", "Electronic housing and public utilities".

In his welcoming address to the participants of the conference, on behalf of Mikhail Babich, the Ambassador of the President of the Russian Federation in Volga Federal District, Alexander Davydov noted: "Anti-corruption work in the regions of the Federal District is taken under special control by plenipotentiary representative. In the framework of our activities, anti-corruption passports are formed, which help not only to estimate the level of corruption in the territorial entity, but also to develop certain measures to improve the situation in respective field of activity. Quarterly monitoring of anti-corruption measures undertaken in the regions of the entity is organized, the results of which are reported to Russia's Presidential Executive Office".

The Deputy Plenipotentiary emphasized that there is a special working group in Administration of the Plenipotentiary of the President to coordinate the anti-corruption work.

After the statements delivered in the plenary, the work in sections took place. The breakout sessions were focused on legal, economic, sociological, pedagogical, psychological and other aspects of corruption control.
